Ghana ex-NSB chief Kwabena Adu‑Boahene on trial for $7m cyber‑defence contract fraud

In an Accra High Court trial, Economic and Organised Crime Office investigator Frank Marshall Cromwell testified that the National Signals Bureau paid GH¢49.1 million (about US$7 million) for a cyber‑defence platform from Israeli firm ISC Holdings, but only GH¢9.5 million (US$1.75 million) was ever transferred to the supplier.

The remainder of the money was deposited in an account controlled by BNC Communications Ltd‑Operations, jointly owned by former NSB director Kwabena Adu‑Boahene and his wife Angela Boateng. Substantial cash withdrawals were made, the account was later closed and the balance shifted to another company linked to the accused. The promised cyber‑security infrastructure was never delivered.

Three defendants – Adu‑Boahene, his wife and Advantage Solutions Ltd – face charges of diverting state funds, which prosecutors say were used to acquire high‑value real‑estate in Accra, Kumasi and London. All have denied wrongdoing. The case was adjourned for further hearings.
