Ghana formalizes oversight of cryptocurrency market

Ghana is formalizing oversight of its cryptocurrency market, which currently serves more than three million users. The Bank of Ghana, the Securities and Exchange Commission, and the Financial Intelligence Centre are operationalizing the Virtual Asset Service Providers Act, 2025. This new regulatory regime focuses on licensing, registration, and coordinated supervision to manage risks related to payments, capital flows, and financial stability.

A 2025 registration exercise identified over 100 service providers offering various services, including exchanges, brokerage, and wallet services. Regulators aim to bring these activities into the formal perimeter to improve consumer protection and transaction visibility. The government intends to have the virtual-asset framework fully operational by 2027.
