Ghana NIA begins biometric verification enforcement

The National Identification Authority (NIA) of Ghana has commenced the enforcement of new regulations requiring biometric identity verification. Following the expiration of a three-month grace period on November 2, 2026, a dedicated task force will monitor compliance across public and private institutions to ensure they use approved biometric systems rather than relying on the physical inspection, photocopying, or scanning of Ghana Cards.

To facilitate compliance for those unable to meet the Data Protection Commission certification required for the NIA’s main platform, the authority is developing a mobile application. This app will allow individuals and small businesses to receive a simple “yes or no” response to confirm a person’s identity. The move aligns with the National Identity Register (Amendment) Regulations, 2026, which mandate biometric checks for various transactions, such as land sales, to prevent identity fraud.
