Ghana NCA ends NGIC's exclusive wholesale 5G licence

The National Communications Authority (NCA) of Ghana has amended the Wholesale Electronic Communications Infrastructure (Telecommunications) Licence of Next Gen InfraCo Limited (NGIC), removing the clause that gave the company sole rights to operate wholesale 5G infrastructure. The amendment takes effect on 15 July 2026 and is intended to open the wholesale 5G market to competition, attract investment, and spur innovation.

NGIC will retain all other licence rights, including its spectrum allocation, while the NCA stresses that the change serves the public interest by improving network resilience, service quality, and broader access to advanced communications services. The regulator followed a formal process that included a notice of proposed amendment, written objections from NGIC, and oral representations before the governing board before reaching its decision.
