Ghana Parliament adjourns without passing anti‑LGBTQ bill

Ghana’s Parliament adjourned sine die without revisiting the Human Sexual Rights and Family Values Bill, commonly referred to as the anti‑LGBTQ bill. Speaker Alban Sumana Kingsford Bagbin had assured National Chief Imam Osman Nuhu Sharubutu that the bill would be reconsidered before the recess, but a motion listed on the Order Paper was not adopted.

During the same sitting, lawmakers approved a slate of other legislation: the Ghana Cocoa Board Bill guaranteeing cocoa farmers at least 70 % of the FOB export price; the Excise Bill removing excise taxes on locally produced fruit juices; the Customs Bill modernising customs administration; the Tribunals Bill establishing regional and district tribunals; the National Defence University Ghana Bill; and the Community Service Bill introducing community service as an alternative sentence. The House also ratified six mining lease agreements despite strong opposition from the minority caucus. The session concluded with a debate on the 2026 Mid‑Year Budget Review presented by Finance Minister Dr Cassiel Ato Forson.
