Ghana Parliament approves 20‑year PPP to reinstate electronic road tolls

Ghana’s Parliament voted to adopt a 20‑year public‑private partnership that will reintroduce electronic tolls on roads and bridges nationwide. The concession agreement links the Ministry of Roads and Highways with a special‑purpose vehicle to be set up by Rock Africa Limited, which will finance, design, build, operate and maintain the system. The electronic network will cover 66 tolling points across 13 corridors, incorporating 38 existing booths and 28 newly identified sites, allowing vehicles to pass without stopping while charges are billed automatically. Under the deal the government will receive 70% of toll revenue and the concessionaire 30%; after the concession ends, all assets will transfer to the state. Former defence minister and MP Dominic Nitiwul, who defended the 2021 abolition of tolls to avoid double‑burdening citizens with the e‑levy, said the electronic model—similar to South Africa’s—will reduce congestion and provide a sustainable funding source for road maintenance. The agreement was presented to Parliament on 29 July 2026 and approved after committee review.
