Ghana Parliament approves cocoa farmer income guarantee and customs law overhaul

Ghana's Parliament passed the Ghana Cocoa Board Bill 2026, establishing a legal guarantee that cocoa farmers will receive at least 70% of the free‑on‑board export price. The legislation also places COCOBOD under the Ministry of Finance, strengthens regulatory frameworks for quality, disinfestation and value‑addition, and encourages public‑private partnerships.

In a separate measure, Parliament approved a new Customs Bill 2026 that consolidates existing customs rules into a single act aimed at curbing smuggling, streamlining border procedures and boosting revenue. Introduced by Roads and Highways Minister Kwame Governs Agbodza on behalf of Finance Minister Cassiel Ato Forson, the bill now awaits presidential assent.
