Ghana Parliament minority blocks mining leases and warns against super‑majority rule

On July 31, 2026, the Minority caucus in Ghana’s Parliament rejected the ratification of six mining lease agreements, citing constitutional and legal deficiencies. Ranking Member Kwaku Ampratwum‑Sarpong said the leases – involving Golden Star Wassa Limited, Maripoma Mining Services Limited, Perseus Mining Limited and a Damang Gold Mine special‑purpose vehicle – lacked signed cadastral plans, complete documentation and a ten‑percent state free‑carried‑interest, undermining the oversight role mandated by Article 257(6) of the 1992 Constitution.

In the same session, Deputy Ranking Member Dr Gideon Boako warned that the government’s super‑majority in the House threatens democratic accountability. He criticised recent tax proposals as evidence of the majority’s disregard for minority input and urged voters to prevent any single party from dominating Parliament.

Both officials called for stronger parliamentary checks to protect national interests and transparent investment.
