Ghana public sector pay reform sparks tension between FWSC and teacher unions
The Fair Wages and Salaries Commission (FWSC) is engaging with organized labor to transition toward a proposed Independent Public Emoluments Commission (IPEC). This new body aims to replace the current system under Act 737 to create a more transparent, equitable, and fiscally sustainable compensation structure for Ghana’s public sector.
While many labor groups, including the Trades Union Congress (TUC) and the Ghana Federation of Labour (GFL), have pledged to participate in the development of the IPEC bill, tensions have emerged regarding the timing of pay adjustments. Pre-tertiary teacher unions, such as GNAT, NAGRAT, and PRETAG, have rejected calls to wait for the new commission to be established before addressing outstanding conditions of service.
The unions are demanding the immediate implementation of previously agreed-upon benefits, including digital, professional development, and deprived-area allowances. They have warned that failure to resolve these issues could lead to industrial action, maintaining a deadline of September 7, 2026, for a resolution.
