Ghana SEC develops framework for social bond market
The Securities and Exchange Commission (SEC) of Ghana is developing Social Bond Guidelines to direct private capital toward critical social sectors. The proposed framework aims to support healthcare, education, affordable housing, employment, food security, and assistance for vulnerable populations.
By aligning with the International Capital Market Association’s Social Bond Principles, the initiative seeks to standardize how issuers select projects, manage proceeds, and report social outcomes. This move follows progress on the Ghana Stock Exchange, where more than half of the 39 listed companies already report on environmental, social, and governance (ESG) indicators.
Unlike conventional debt, social bonds are tied to specific projects intended to produce defined social benefits. While the framework offers significant potential for infrastructure and SME support, the SEC notes that it must establish clear expectations to manage credibility risks regarding project eligibility and transparency.
