Ghana signs agreement to secure 30% of large-scale gold output
The Government of Ghana has signed a Memorandum of Understanding (MoU) with the Ghana Chamber of Mines and large-scale mining companies to implement the Ghana Accelerated National Reserve Accumulation Programme (GANRAP). Under this agreement, mining companies will sell 30% of their gold production to the Bank of Ghana and the Ghana Gold Board. The gold will be processed and refined locally before being transferred to the central bank to bolster national reserves.
The initiative aims to strengthen Ghana’s foreign reserves and enhance macroeconomic stability, with a target of achieving 15 months of import cover by 2028. This strategy is intended to reduce reliance on external borrowing by utilizing a gold-backed domestic reserve accumulation model.
In a separate policy reform, the Ministry of Lands and Natural Resources announced new requirements for mining companies to enter into mandatory community development agreements. This framework aims to ensure that extractive investments align with local needs and provides host communities with greater governance input. Additionally, the government is addressing illegal mining (galamsey) through intensified enforcement, though officials noted that the primary challenge remains the successful prosecution of arrested suspects.
