Ghana student hostels: 80% operating without licenses
Acting Rent Commissioner Frederick Opoku has revealed that approximately 80% of student hostel operators in Ghana are operating illegally without required licenses or regulatory oversight.
Opoku stated that many operators exploit their proximity to university campuses to charge students exorbitant rents. He alleged that some facilities provide only minimal payments to university management to avoid scrutiny, effectively ‘hiding under the university’ to bypass regulation.
In addition to licensing issues, the Commissioner highlighted widespread tax non-compliance among operators. He warned that a comprehensive rent-tax assessment could lead to legal consequences and imprisonment for many providers.
Enforcement actions have already begun, including the closure of five hostels in Koforidua and the identification of approximately 25 illegal hostels in Sunyani.
