Ghana to hold constitutional amendment referendum in 2027

President John Dramani Mahama has announced plans to hold a national referendum on proposed constitutional amendments in 2027. The referendum is scheduled to take place alongside the 2027 District Assembly elections.

During a citizens’ engagement in Bolgatanga, Mahama explained that the process will distinguish between entrenched and non-entrenched constitutional provisions. Amendments to non-entrenched clauses will be submitted to Parliament for approval. However, changes to entrenched clauses will require a national referendum. For such a referendum to be valid, at least 40 percent of registered voters must participate, and 75 percent of those voting must approve the proposals.

To facilitate this, the President intends to inaugurate a Constitutional Review Implementation Committee. This committee will review the government’s position paper alongside reports from the Constitutional Review Commission to harmonize recommendations and categorize the proposed amendments.
