Ghana to introduce Business Regulatory Reform Bill
Ghana's Minister of Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, has unveiled plans for a Business Regulatory Reform Bill aimed at streamlining operations and reducing duplicative regulations. Announced during the launch of the Ghana Investment Promotion Authority's 2025 Trade Report in Accra, the proposed legislation would require every business regulation to be publicly justified, costed, and catalogued in a central register.
The Bill intends to create a more predictable regulatory environment by mandating public-private consultations before new rules take effect. This measure is designed to help businesses, particularly new entrants, navigate overlapping agency requirements and understand the specific costs of compliance.
Regarding investment, the 2025 GIPA report indicated that Ghana attracted approximately $2.6 billion in foreign direct investment through over 250 projects. However, Minister Ofosu-Adjare noted that this figure likely underestimates the actual scale of investment, as it may not fully account for the value of machinery and reinvestments by existing companies.
