Ghanaian governance expert warns of threats to judicial independence

Governance specialist Valentin Kwasi Mensah has warned that judicial independence in Ghana is threatened by social pressures and political financing. During a JoyNews public lecture, Mensah argued that threats to impartiality extend beyond direct political interference to include demands from relatives, friends, religious groups, and political supporters.

Mensah noted that requests for preferential treatment are often framed as appeals to loyalty or gratitude. He highlighted that social expectations surrounding events such as weddings and funerals can create significant financial burdens on public officials, particularly when lavish spending is culturally expected.

While Mensah acknowledged that improved salaries and working conditions are necessary, he stated they are insufficient without clearly defined ethical standards and effective enforcement. He cited Articles 284 and 286 of Ghana’s 1992 Constitution, which govern conflicts of interest and the declaration of assets, emphasizing the need for strict compliance to ensure public office is not used to finance social status or reward personal networks.
