Ghana credit rating upgraded to B3 by Moody's amid banking sector reforms

Ghana's financial sector is showing signs of recovery and regulatory tightening. Moody's has upgraded Ghana's sovereign credit rating from Caa1 to B3, citing improved debt affordability and fiscal discipline, though the outlook has shifted from positive to stable.

In the banking sector, all 23 regulated banks now meet capital requirements, with total assets reaching GH¢500.20 billion by August 2026. While the non-performing loan (NPL) ratio for banks improved to 15.7% in August 2026, the Bank of Ghana has set a target to reduce this to 10% by the end of the year.

The central bank is introducing several new regulatory frameworks to bolster stability. These include a Credit Risk Management Directive, which mandates that lenders assess a borrower's ability to repay based on income and cash flows rather than relying solely on collateral, and a Liquidity Coverage Ratio (LCR) directive requiring banks to maintain sufficient high-quality liquid assets to withstand a 30-day period of financial stress.

Despite these improvements, challenges remain. Credit reporting accuracy has seen a rise in disputes, and economic analysts warn that declining foreign exchange reserves and upcoming debt obligations could pressure the Ghanaian cedi.
