Ghana's DVLA rolls out owner‑linked registration numbers and free plate replacements

The Driver and Vehicle Licensing Authority (DVLA) of Ghana opened a new office in Nkoranza, Bono East Region, ending the need for residents to travel to Techiman or Kintampo for licensing services. CEO Julius Neequaye Kotey said the facility will offer the full range of DVLA services nationwide and warned against unauthorized middlemen.

Kotey also announced a reform that will permanently tie vehicle registration numbers to the owners rather than the vehicles. Under the new system, owners must remove plates when selling a vehicle, and the new owner must apply for fresh registration numbers. Owners may retain their numbers for up to five years and reactivate them on another vehicle of the same category.

In response to widespread complaints about fading 2026 plates, the DVLA will replace affected plates free of charge. Kotey attributed the fading to a boycott by 159 of the 160 contracted embossing companies in January 2026, which left a single producer under pressure. The authority is also preparing a new generation of electronic plates that will not fade.
