Ghana FWSC assures SOEs on new pay regulator transition

The Fair Wages and Salaries Commission (FWSC) has held stakeholder engagements in Accra to discuss the transition to the proposed Independent Public Emoluments Commission (IPEC). The meeting involved leaders from over 100 state-owned enterprises (SOEs), including finance and human resource directors.

Dr. George Smith-Graham, CEO of the FWSC, addressed concerns regarding salary harmonization, assuring SOE leaders that the new regulator will not impose a uniform pay scale. He stated that IPEC will consider each institution's size, revenue, market conditions, and financial capacity. He emphasized that commercially-run enterprises that generate their own revenue will be treated differently from institutions funded by the general public service budget.

Labour Minister Emmanuel Kwadwo Agyekum urged SOE executives to contribute to the development of the new compensation system, describing it as a home-grown effort rather than an imposed foreign model. The reforms aim to address a fragmented and inequitable remuneration system while ensuring fiscal sustainability and transparency through a new National Emoluments Policy.
