Ghana's NDC official outlines 24-hour economy shift model

An official from the National Democratic Congress (NDC) has detailed the proposed ‘1:3:3 crescendo’ model intended to transition Ghana toward a 24-hour economy. Dr. Stephen Issaka described the framework as a phased approach rather than an immediate nationwide shift.

The model is designed to scale through specific stages: starting with a foundation in anchor sectors, expanding into manufacturing, digital systems, and agro-processing, and finally reaching full market maturity where services, security, and transport operate continuously. The strategy emphasizes that the shift system should be the final stage of implementation rather than the beginning.

Successful execution of this policy requires significant infrastructural prerequisites, including stable electricity, affordable credit, reliable night-time transport, and enhanced security. Additionally, the transition must address labor concerns, such as the physical toll of night shifts, by ensuring fair pay allowances and protecting worker welfare to maintain productivity.
