Gianguido D’Alberto calls for implementation of Italian Constitution

During the annual assembly of the Italian Association of Constitutionalists at the University of Teramo, the Mayor of Teramo, Gianguido D’Alberto, argued that the priority should be the full implementation of the Italian Constitution rather than pursuing frequent amendments.

D’Alberto emphasized the need to transform constitutional principles into “concrete, enforceable rights” and “real opportunities” to create a “living Constitution.” He raised concerns regarding current social and economic challenges in Italy, specifically citing precarious labor conditions, the rise of working poverty, and inequalities within the national healthcare system as evidence that constitutional promises are not being fully met.

Addressing the topic of constitutional reform, the Mayor warned against using revisions as political tools to gain consensus or as temporary responses to political crises. He stated that reforms should not be driven by the interests of a single majority but should instead focus on the fundamental principles of dignity, equality, and solidarity established by the founding political cultures of the Republic.
