Gilgit-Baltistan Shia youth detentions warrant investigation
A report by Athens-based Directus has called for an independent investigation into the detention of young Shia activists in Gilgit-Baltistan. The report urges Pakistani authorities to disclose the grounds for these detentions, ensure access to legal counsel, and investigate allegations of torture and enforced disappearances.
The report suggests that the use of stringent counterterrorism legislation may be used to suppress legitimate grievances regarding economic deprivation and marginalization. It notes a trend where the state appears to view dissent through the lens of militancy rather than addressing social concerns.
Specific cases highlighted include the detentions of Touseef Haider, Manzoor Hussain, Qasid, and Faisal Abbas. Security forces reportedly accused these individuals of association with the Zainabiyoun Brigade, an Iran-affiliated militia. Haider and Abbas face charges under the Anti Terrorism Act of 1997 and the Pakistan Penal Code, while Hussain faces charges under the Explosive Substances Act.
