Gimpo City Corporation faces controversy over re-disciplinary action
Gimpo City Corporation is facing controversy over its decision to pursue re-disciplinary action against an employee despite an ongoing appeal process. The employee, a former level 2 staff member, was demoted in December 2024 following a dispute regarding a gift received in 2021.
The Gyeonggi Provincial Labor Relations Commission previously ruled the demotion unfair, citing the retroactive application of revised internal regulations and the long delay in disciplinary action. While the corporation has appealed this to the Central Labor Relations Commission, it has simultaneously initiated new disciplinary proceedings.
The employee claims this constitutes “retaliatory disciplinary action” and violates the principle of double jeopardy. The corporation maintains that the new proceedings are necessary to ensure the disciplinary statute of limitations does not expire while awaiting the Central Labor Relations Commission's final decision.
