Giorgos Loukaides advocates for freedom of expression at Council of Europe

Giorgos Loukaides, a Cypriot Member of Parliament representing AKEL, acted as a rapporteur on the strengthening of freedom of expression during a session of the Parliamentary Assembly of the Council of Europe’s Committee on Political Affairs and Democracy.

Loukaides emphasized that democratic principles are tested by the protection of those who challenge authority, government policies, or dominant narratives, even when such views cause discomfort. He argued that freedom of expression is undermined not only by official bans but also when expressing legal opinions risks an individual's employment, income, or academic career. He warned that retaliation against individuals can lead to widespread self-censorship.

Key issues raised included social and economic inequalities, the concentration of media ownership, and the use of abusive lawsuits. Loukaides also addressed restrictions on expressing solidarity with the Palestinian people, the protection of legitimate dissent against foreign interference, and the need for judicial oversight of sanctions. Additionally, he called for proportionality in emergency government measures, protection against cyberbullying, and independent oversight of surveillance technologies.
