Former Cosa Nostra boss Giovanni Brusca testified in a Florence court that the mafia bombings of 1992 and 1993 were intended to be used as political tools. According to Brusca, the strategy was to frame the political left for the attacks to create favorable conditions for Silvio Berlusconi's entry into politics in 1994.

Brusca stated that Stefano Bontade decided to use Vittorio Mangano to establish contact with Berlusconi. He claimed that Berlusconi, through various channels, expressed gratitude and indicated he would provide assistance. Brusca also alleged that the mafia issued a veiled threat to Berlusconi, suggesting further bombings would occur if he did not cooperate.

During the testimony, which was part of a trial against Salvatore Baiardo, Brusca also mentioned that Berlusconi's businesses reportedly paid protection money. He noted that he had no knowledge of Berlusconi's economic assets prior to 1993, only hearing general reports of investments through other mafia leaders.
