Glasgow manager sentenced for embezzling pandemic-era digital aid

Bobby Lee Smith, a 37-year-old manager at the Glasgow City Health and Social Care Partnership (HSCP), has been sentenced for embezzling electronic devices intended for vulnerable citizens during the Covid-19 pandemic.

While overseeing applications for the Connecting Scotland Project, Smith stole 129 Chromebook laptops and 301 iPads with a total value of £124,644. The devices were meant to support low-income individuals facing digital isolation. An investigation by NHS counter-fraud officers revealed that Smith had diverted some equipment to his own home and his parents’ residence. Of the 22 organizations scheduled to receive equipment, only four received the amounts recorded in official spreadsheets.

Following a guilty verdict for embezzlement at Glasgow Sheriff Court, Smith was issued a nine-month restriction of liberty order and a community payback order. He was also ordered to complete 300 hours of unpaid work. A total of 119 devices remain unrecovered.
