Global information integrity faces threats from AI and internet shutdowns

Global leaders and media experts are highlighting a growing paradox where increased connectivity is accompanied by heightened vulnerability to manipulation, misinformation, and distrust. While information is more abundant than ever, the rise of algorithms that prioritize indignation over accuracy and the ability of artificial intelligence to generate large-scale falsehoods have complicated the public's ability to discern truth.

Data from Access Now and the #KeepItOn coalition reveals a record 313 internet shutdowns across 52 countries in 2025. These disruptions serve to silence communities and obstruct journalism. While a UNESCO 2025 study indicates that 141 countries now have legal guarantees for access to information, significant gaps remain between legal adoption and practical implementation. Many nations struggle with issues regarding oversight, resource allocation, data management, and the maintenance of public records.
