Global Nuclear Arms Modernization Accelerates, SIPRI Report Finds

The Stockholm International Peace Research Institute (SIPRI) reports that nuclear-armed states are modernising their arsenals and integrating warheads more deeply into national security strategies, signalling a new era of nuclear competition. The 2026 assessment notes a shift in mindset: nuclear weapons are increasingly viewed as tools of political influence rather than purely defensive deterrents, especially as key arms‑control frameworks such as New START have lapsed.

China is expanding its stockpile fastest, reaching roughly 620 warheads and building new missile silos, creating a three‑polar deterrence landscape that now includes the United States, Russia and China. In Europe, uncertainty over U.S. commitments and Russia’s posture has prompted leaders like France’s President Emmanuel Macron to announce plans to enlarge France’s nuclear arsenal and boost European nuclear cooperation. Asia is also witnessing rapid competition, with India modernising its strategic forces.

These developments broaden strategic calculations worldwide and heighten the risk of misperception and escalation.
