Global regulatory approaches to the short-form film industry

The rapid evolution of short-form digital films from simple mobile entertainment into a major global industry is prompting various regions to implement new regulatory frameworks. As these platforms increase user engagement and provide new distribution channels for producers and businesses, authorities are focusing on balancing creative freedom with content quality, commercial risks, and user protection.

China has implemented a direct, tiered management system. Through the National Radio and Television Administration (NRTA), new requirements for licensing and registration took effect in June 2024. By September 2026, regulations will formally define short films as works with episodes under 20 minutes featuring continuous themes and characters, applying across websites, apps, and various broadcasting devices.

Other regions are adopting different approaches: South Korea has delegated part of the responsibility for OTT content classification to businesses, while the European Union focuses on regulating audiovisual content based on service types, risk levels, and the protection of specific user groups.
