Global updates to traffic regulations for electric vehicles and cyclists

Panama's Transit and Land Transport Authority (ATTT) is evaluating changes to traffic regulations that could require driver's licenses for users of electric scooters and motorcycles. Director Nicolás Brea stated that anyone using public roads, regardless of whether their vehicle uses combustion or electricity, should possess a license to ensure knowledge of general circulation rules. The proposal is currently under discussion in a working group, and no implementation date has been set.

In Spain, the Directorate General of Traffic (DGT) has implemented new regulations as of October 1 to enhance safety for vulnerable road users. For cyclists, bicycles must now circulate in the center of the lane in urban areas to increase visibility, and helmets are mandatory on interurban roads. Motorists must maintain a minimum safety distance of five meters when following bicycles in cities and follow specific speed and lateral distance requirements when overtaking on highways.

New requirements for motorcyclists and moped riders include the mandatory use of closed footwear in all areas and protective gloves on interurban roads. Failure to comply with footwear regulations can result in a 200-euro fine.
