Goiânia City Council Approves $60 Million BID Loan Amid Transparency Criticism

The Finance, Budget and Economy Committee of the Goiânia City Council authorized the municipal government to secure a US$60 million loan from the Inter‑American Development Bank for the second phase of the Macambira Anicuns Urban Environmental Program (Puama II). The loan, valued at roughly R$311 million, was approved after a rapid legislative process lasting 19 days, with the final plenary vote occurring six days after the committee’s endorsement.

Opposition councilors criticized the limited detail in the loan proposal and rejected an amendment that would have required the executive to submit periodic accountability reports to the council within 60 days of contract signing and every six months thereafter. Critics argued the lack of transparency on a three‑million‑dollar management fee and the overall project budgeting. The mayor’s support base defended the expedited schedule, citing deadlines set by the lending bank. The loan is intended to fund infrastructure and environmental upgrades under the Puama II program.
