Goiás proposes mandatory muzzles for pit bulls as attacks spark safety concerns

State deputies in Goiás are considering a bill that would require owners of pit bulls, American Staffordshire Terriers, Staffordshire Bull Terriers and dogs with similar traits to keep them muzzled in public spaces. The proposal, authored by Deputy Jamil Calife (PP), also mandates that only adults over 18 may handle these dogs, that they be on sturdy leashes, and that owners display identification tags. Penalties start with a warning, then unspecified fines for repeat offenses, with the fine amount doubling after the third violation. The measure is presented as a response to a fatal 2022 attack on a four‑year‑old child in Itumbiara, aiming to balance public safety with owners' rights.

In a separate incident in Guaçuí, Espírito Santo, a stray pit bull attacked a poodle on a city street. Police officers intervened, first using pepper spray and then applying a technique that lifts the attacking dog's hind legs to destabilize it, allowing the poodle to escape. The pit bull was taken to its owner's residence, secured with a collar, and the owner was instructed about the legal responsibilities and possible administrative or criminal penalties for dog attacks.
