Vietnam implements new gold and lottery regulations

Vietnam has introduced significant regulatory changes to the gold and lottery sectors. Under Decree 390/2026/NĐ-CP, effective October 16, 2026, all gold transactions with a daily value of 5 million VND or more must be conducted via non-cash payment methods. This is a substantial reduction from the previous 20 million VND threshold. Additionally, the decree removes the requirement for businesses to hold a certificate of eligibility for the production and business of gold jewelry and fine art gold, effectively reclassifying these activities as non-conditional business sectors. The State Bank of Vietnam will now oversee the issuance of raw gold import licenses for jewelry manufacturers with valid foreign processing contracts.

In the lottery sector, Decree 389/2026/NĐ-CP, effective November 30, 2026, imposes stricter penalties for selling lottery tickets to ineligible individuals, such as those under 18. Organizations violating this rule face fines of up to 30 million VND, while individuals may be fined up to 15 million VND.

Concurrently, domestic gold prices in Vietnam have experienced volatility, with several major brands reporting price drops of 300,000 to 400,000 VND per tael in mid-October.
