Google ordered to halt Finnish data center construction after illegal deforestation

Google has been ordered by the Finnish Licensing and Supervision Authority (LVV) to suspend all preparatory work at two data center sites in Muhos and Otanmäki. The suspension follows the illegal clearing of approximately 400,000 trees—estimated at 250,000 in Muhos and 150,000 in Otanmäki—before mandatory environmental impact assessments were completed.

The clearing, part of a €13 billion AI infrastructure investment, has caused significant local disruption. Residents report that the removal of topsoil and vegetation has led to muddy runoff entering local streams, including the Oulujoki River, and has driven wildlife, such as wolf packs, into nearby villages.

Antti Järvinen, Google’s director in Finland, apologized for the incident, stating the company acted based on its best understanding of the legislation at the time. However, Finnish officials and environmental groups have criticized the move as an act of arrogance that exploits the country’s trust-based regulatory system. The incident has sparked a national debate regarding the environmental costs of rapid AI infrastructure expansion.
