French media outlets file complaint against Google over AI search summaries
The Alliance of the General Information Press (APIG), representing approximately 300 French media outlets, has filed a formal complaint with the French Competition Authority against Google. The complaint targets the deployment of Google’s AI-generated search features, specifically AI Overviews and AI Mode, which were launched in France in late July.
Publishers argue that these tools undermine the economic model of journalism by providing direct answers at the top of search results, thereby reducing the need for users to click through to original news websites. This loss of organic traffic is estimated by the regulator Arcom to be between 33% and 38% in markets where these tools are active. APIG contends that Google’s unilateral rollout violates the 2022 agreement regarding neighboring rights, which requires prior authorization and fair compensation for the use of journalistic content.
APIG President Marc Feuillée stated that the association is not seeking to halt innovation but rather to ensure that the value of journalistic work is shared and remunerated according to the law. Google has responded by stating it has reassessed its compensation system to account for protected content in AI features and noted that publishers can choose whether or not to appear in these tools.
