The Croatian government has announced an urgent plan to manage approximately 650 tonnes of non-hazardous waste from the former PPK Velebit site in Gospić. Following a failed public tender and local protests in Zaprešić, Prime Minister Andrej Plenković confirmed that the waste will be handled through a direct agreement with two domestic cement plants: Holcim Hrvatska in Koromačnu and Nexe in Našice.

The waste, which consists of plastic and rubber, has been classified as non-hazardous following independent analyses. The project is estimated to cost a maximum of 357,500 euros, with a completion deadline of 45 days. Holcim Hrvatska will process approximately 300 tonnes through its regular production cycle.

The decision has sparked significant political and regional controversy. The political party Most has proposed constitutional amendments to guarantee the right to clean water, citing environmental concerns in Lika. In Istria, County Prefect Boris Miletić expressed concern regarding the decision to send waste to the Koromačnu plant, while residents in Našice have launched a petition demanding transparency and independent monitoring of emissions during the thermal recovery process.
