Mauritius follows with 68.4 points, noted for its rule of law performance, while Namibia ranks third with 65.0 points.

In Liberia, the 2025 Annual Human Rights Situation Report by the Independent National Commission on Human Rights (INCHR) presents a mixed outlook. While the report notes an absence of deaths from excessive force or deaths in custody during the period, it warns of ongoing issues including police brutality, arbitrary detention, and restrictions on peaceful assembly. Justice Minister N. Oswald Tweh stated the government would use the report to address institutional shortcomings.
