Government consultations propose new tenancy and repair regulations

In India, the Ministry of Housing and Urban Affairs has circulated a draft code for a Model Tenancy Act. The proposed framework aims to balance the rights of landlords and tenants for both residential and non-residential properties. Key provisions include the requirement to inform a rent authority of all tenancy agreements to reduce disputes and the introduction of Rent Courts for faster adjudication. Under the proposed rules, tenants could be asked to evict if rent is unpaid for two consecutive months.

In the United Kingdom, the Ministry of Housing, Communities and Local Government is conducting a consultation on extending ‘Awaab’s Law’ to private rented tenancies. The consultation seeks to determine specific timescales for private landlords to investigate hazards and make homes safe. While social housing rules already mandate certain responses to damp, mould, and emergency hazards, any extension to the private sector would require new regulations, with implementation potentially as early as 2027.
