Government reorganizations in Montenegro and Slovenia drive administrative changes
In Montenegro, Milutin Butorović, the minister without portfolio and coordinator of inspection services, reported that the reorganization of inspection services back to respective ministries has improved efficiency and coordination. Between July 2 and August 12, 2024, inspections conducted 9,027 controls, resulting in 7,979 misdemeanor orders totaling over 5.6 million euros, 506 decisions to prohibit work, and 162 facility sealings.
In Slovenia, the Ministry of Environment and Spatial Planning has undergone a significant reorganization, reducing organizational units by 36.8 percent and directorates by 50 percent. This restructuring has reduced the number of ministers from three to one and state secretaries from seven to three, yielding an annual salary saving of approximately 1.2 million euros for management. However, a review by the new leadership revealed a net estimated gap of approximately 11.6 million euros, driven by 19.9 million euros in additional needs for municipal infrastructure and coal mine closures, despite 8.5 million euros in potential savings.
