Governor Maru Campos Leads First State Security Mesa in Ciudad Juárez

Governor María Eugenia "Maru" Campos chaired the inaugural State Mesa for Construction of Peace at the Torre Centinela in Ciudad Juárez. The meeting highlighted coordinated efforts of the state public security Secretariat, the state Attorney General’s Office, the national Defense Secretariat, the National Guard and the federal Attorney General’s Office.

Key outcomes presented included historic convictions of migrant kidnappers—sentences of 600 and 845 years—and a 50‑year term for express kidnapping. Law‑enforcement raids rose from 203 in 2025 to 340 events so far in 2026. The state reported a 50 % drop in femicide cases and a halving of daily homicide victims in Juárez, from four to two. Arrest‑order issuance increased 225 %, judicialized investigations rose 76 %, and conviction files grew 56 %. Authorities also seized 1,145 firearms.

A permanent operations base was established in the community of Cinco Llagas, Guadalupe, by the Army and the State Security and Protection Secretariat. Officials present included SSPE chief Gilberto Loya, FGE deputy Francisco Sáenz, military commanders, prosecutors, National Guard coordinator Israel Caro, and representatives of migration and federal justice agencies.
