Goyang-Eunpyeong Line project to begin construction in 2027
The Korea Land and Housing Corporation (LH) is moving forward with the Goyang-Eunpyeong Line, a 15km regional railway project designed to connect the Goyang Changneung Public Housing District with Seoul's Eunpyeong District. The project, which has a total budget of approximately 1.7 trillion won, is scheduled to begin construction in 2027 with a target opening date in 2031.
Funding for the project will be fully covered by the developers of the Changneung district, including LH, the Gyeonggi Housing and Urban Development Corporation (GH), and the Goyang Urban Management Corporation (GU). The line is intended to improve accessibility to Seoul, allowing commuters to reach areas like Gangnam and central Seoul via transfers to the GTX-A and Line 3.
However, concerns have been raised regarding potential transfer issues at Saejeol Station. Because the Seobu Line project has faced delays, there is uncertainty about how passengers will transfer between the Goyang-Eunpyeong Line and existing transit if the lines are not completed simultaneously. While officials are discussing options such as temporary platforms or early construction of specific sections, a definitive transfer plan has not yet been finalized due to coordination requirements between Seoul, Gyeonggi Province, and LH.
