Graz municipal election campaign awarded green human‑rights rating

The Human Rights Advisory Board of Graz has released its first assessment of the 2026 municipal election campaign, covering the period 18‑28 May. Eight parties or groups are active in this first phase: KPÖ, Greens, SPÖ, ÖVP, FPÖ, KFG, MFG and dbö.

Housing is the dominant theme. All parties call for affordable housing, but their proposals differ. The KPÖ offers the most detailed plan, while the ÖVP proposes restricting access to municipal apartments to residents with at least five years of main residence in Graz, and the FPÖ uses the slogan “Heimvorteil für Grazer im Gemeindebau”. The board judges the ÖVP and FPÖ measures as problematic from a human‑rights perspective.

Integration is another focus. The KPÖ and Greens advocate a “city for all”, whereas the ÖVP, KFG and FPÖ push restrictive rules, including a residence‑duty proposal that the board labels a unjustified freedom‑restriction.

Education and childcare debates involve all‑day schools, university budgets and the role of childcare, which is framed more as support for adults than as a child’s right to education. Issues of district democracy and budget allocation are also monitored, though no clear pro‑ or anti‑democratic statements have emerged.

Overall, direct human‑rights language is limited, but many campaign points (affordable housing, education, health) have indirect relevance. The advisory board gives the Grazer election campaign a “green” rating for the first two weeks of the campaign.
