Greece implements EU asylum‑migration pact, launches return hubs for rejected asylum seekers

The Greek government has approved a draft law that incorporates the European Union's new Asylum and Migration Pact. The legislation introduces mandatory pre‑screening (screening) at external EU borders, tighter deadlines for asylum procedure, and stronger administrative detention measures.

A central element of the reform is the creation of “return hubs” – facilities in third countries where individuals whose asylum claims have been finally rejected can be transferred. Greece is working with Germany, Denmark, Austria and the Netherlands on a joint initiative and has begun negotiations with two African states, aiming to sign agreements by 2026 and start operating the first hubs in 2027.

Early results show a 25 % rise in voluntary returns coordinated through the International Organization for Migration and tighter monitoring of persons in the return process. The law also expands cooperation with Frontex and other EU members to manage external borders and migrant flows more effectively.
