Greece adopts new Local Government Code

The Greek Parliament has passed a new Local Government Code that reforms how mayors and regional governors are elected. Under the law, municipal and regional elections will be held on a single Sunday every five years, with a 42% vote threshold allowing a candidate to win outright in the first round. If no list reaches that level, a second counting phase adds alternative votes to determine the winner.

The code also introduces electronic voting, standardises the legal framework for municipalities and regions, and adjusts council seat allocations when the winning list falls below the 42% threshold. Additionally, it creates a pathway for thousands of contract workers employed by local authorities to obtain permanent positions, outlining specific procedures and obligations for disputes in labour courts.

These changes aim to streamline local elections, increase transparency, and improve staffing stability within Greek local administrations.
