Greece calls for new regional development pact to empower local authorities

Greek policymakers argue that reforming local self‑government is essential to the country’s overall development model. They note that Greece remains one of Europe’s most centralized states, causing regions to lose population, productive capacity and investment opportunities.

The authors cite widespread challenges—from Thrace to the Peloponnese—including demographic decline, weakening economic bases, youth out‑migration and difficulty attracting funds. Chronic under‑financing, staff shortages and the transfer of responsibilities without matching resources have turned many municipalities into day‑to‑day managers, limiting their ability to plan for the future.

The lack of meaningful participation by municipalities and regions in the design of the EU Recovery Fund’s national plan is highlighted as a missed opportunity. Officials warn that similar oversights must be avoided in forthcoming European financing programmes and in Greece’s next development strategy, urging a shift from a centralised system to a multi‑level governance model that gives regions real decision‑making power.
