Greece considers changes to Pensioners' Solidarity Contribution
The Greek Court of Audit is set to discuss a legal challenge regarding the calculation method of the Pensioners' Solidarity Contribution (EAS) on October 7. The case originated from a lawsuit by a public sector retiree who disputes the legality of how the contribution is applied, seeking the return of previously withheld funds.
The core of the dispute is not the existence of the contribution itself, which has been deemed constitutional for years following 2019, but rather the method of calculation. Currently, once a pension exceeds a threshold of 1,400 euros, the contribution is applied to the entire pension amount rather than just the portion exceeding the limit. Critics argue this violates constitutional principles of equality and proportionality.
In anticipation of the court's decision, the government is reportedly discussing changes to the contribution's calculation scales. Such changes could reduce the final amount withheld from individual pensions and potentially lead to claims for retroactive payments. Any decision to move to a progressive or tiered system would impact both pensioner net income and public revenue.
