Greece: How administrative boundary changes affect properties
Administrative boundaries are human constructs that can change even when physical geography remains constant. While a house or a road stays in the same physical location, a change in administrative mapping can place a property in a different municipality, municipal unit, or administrative scheme.
In Greece, the ‘Kallikratis’ reform serves as a notable example, where previous municipalities and communities were integrated into larger administrative structures. According to the Ministry of Interior, during such mergers, the registries of the merging local government organizations are consolidated at the seat of the new municipality to form a single registry.
These changes affect which municipal authority is responsible for specific services, the location of the municipal seat, and the organization of administrative procedures, such as urban planning functions that have been transferred to municipalities through reform.
