Greece identifies 194 zones for building coefficient transfer
Greece is moving to reactivate the building coefficient transfer (MSD) system after decades of legislative and judicial delays. Researchers commissioned by the Technical Chamber of Greece have completed a scan of the first 50 municipal units, proposing 194 areas as Building Coefficient Reception Zones (ZYS).
To facilitate this, a pilot phase for the Digital Land Bank has begun. This electronic system aims to centralize MSD titles and match them with receiving properties. According to the Ministry of Environment and Energy, there are currently 3,837 active titles representing 428,602 square meters of transferable area. However, the potential supply from owners of preserved buildings or expropriated properties could reach up to 16.4 million square meters.
The transfer mechanism allows building rights to move from a 'provider' property—such as protected sites or historic buildings where development is restricted—to a 'receiver' property, serving as a tool for compensation and urban planning balance.
