Greece implements digital work card for public and private sectors

Greece is implementing a digital work card system to track the arrival, departure, and schedule changes of employees across the public and private sectors. The initiative, supported by the Ministry of Interior and the Ministry of Labour, aims to modernize human resources management, ensure the accurate calculation of overtime, and protect workers' rights.

For the public sector, the measure includes all employees within the narrow and broader public administration, as well as local government personnel. Data will be managed through the Human Resources Management Information System (SDAD). Unit heads will be responsible for ensuring the accuracy of time entries and the proper observance of working hours.

The expansion of the digital card system is being rolled out in phases. A first phase, set to become mandatory on October 12, 2026, will include sectors such as human health activities (excluding doctors), employment support, telecommunications, and various service industries like hair salons and cleaning services. A second phase, scheduled for November 15, 2026, will encompass consultancy services, advertising, logistics, waste management, and gambling. Once fully implemented, the measure is expected to cover approximately 2.5 million workers.
