Greece introduces digital work cards for public sector employees

The Greek Ministry of Interior is implementing a digital work card system across the entire public sector to monitor employee working hours. Following the passage of a new bill by Parliament, the reform aims to improve the management of human resources, reduce administrative bureaucracy associated with manual recording, and prevent the misuse of working hours.

The system will record arrival and departure times, as well as any changes to daily schedules and overtime. It applies to civil servants, municipal and community employees, and staff employed under both public and private law, whether on permanent or fixed-term contracts. Data will be integrated into the central Human Resources Management System (SDAD).

While existing time-tracking systems may remain if they are interoperable with the SDAD, the new framework centralizes data transmission to the Ministry of Interior. Under certain strict conditions, biometric technology may be used for employee identification and to confirm physical presence. Unit heads will be responsible for ensuring the accuracy of the entries for the personnel they supervise.
