Greece implements digital work cards for public sector employees

Greece is extending the use of digital work cards to the public sector to monitor working hours and overtime compensation. Under Article 102 of the recently passed Law 5331/2026 from the Ministry of Interior, the system will automatically record entry and exit times, daily schedule changes, and actual overtime hours.

The new regulations apply to civil servants under the Civil Service Code, municipal and community employees, and personnel employed under public or private law on both permanent and fixed-term contracts. Entities already required to use digital cards under the Labor Code are excluded.

Unlike previous internal processes, these records will be transmitted to and interoperate with the central information system of the Ministry of Interior, which will act as the supervisory body. Existing timekeeping systems may continue to be used only if they ensure interoperability with the new central system. The regulation also allows for the potential use of biometric technology for security purposes.
